山东省域城镇体系发展中的小城镇问题研究*

摘要: 小城镇是省域城镇体系发展的基础。基于山东省小城镇发展特征和时代背景的分析，明确指出乡村工业化推动城镇化发展模式不可复制。山东省小城镇发展应着重理顺非农生产和公共服务两大职能。对公共服务职能，按照相对均衡、均等化的目标进行建设。对于非农生产职能，要立足于发展潜力、职能类型、区域战略目标等，实施差异化发展、分类指导。同时，应通过行政区划调整、扩权强镇、差异化的区域政策、财政体制改革、公共服务体系建设、农村产权制度改革等，全面改善小城镇发展的政策环境。
Abstract: Small towns are the basis for the development of provincial urban system. Based on the analysis of the development of small towns in Shandong Province and its historical background, this paper points out the development pattern of urbanization driven by rural industrialization can’t be reproduced. The development of small towns in Shandong Province should focus on defining the non-agricultural production function and the public service function. The public service function should be defined according to the target of relative balance and equalization. The non-agricultural production function should be based on development potential, functional type, regional strategic goal, etc., implementing differentiated development and classified guidance. Meanwhile, we should overall improve the policy environment of the development of small towns by adjusting its administrative division rationally, expanding the power of small towns, carrying out the differentiated regional policy, adopting fiscal system reform, constructing the public service system, transforming the land property right system, etc..
