城市遗产及其保护体系研究 ——关于上海历史文化名城保护规划若干问题的思辨

Research on Urban Heritage and its Conservation System: Speculation about the Conservation and Planning Issues of Shanghai as a National Famous Historical and Cultural City

摘要: 上海正在编制“2040上海城市总体规划”，历史文化名城保护规划是其中重要的组成部分。上海自1999版城市总体规划划 定了11片历史文化风貌保护区后，根据2003年出台的《上海市历史文化风貌区和优秀历史建筑保护条例》，先后于2003年 重新划定了中心城区12片历史文化风貌区，于2005年增加了32片郊区历史文化风貌区，于2007年公布了144条风貌保护道 路，于2015年又确定了119个风貌保护街坊和23条风貌保护道路（街巷）。然而，上海历史文化名城的保护体系与国家现行 的保护体系并不完全一致。究竟如何从理论上评价上海的这种保护方法，从城市遗产的概念切入，对正在编制中的“2040 上海城市总体规划”提供一些研究性的观点。

Abstract: In the “Shanghai Master Plan (2015—2040)”, which is currently being formulated, the conservation plan is an important component. The conservation system in Shanghai has developed since 1999 when 11 Historic and Cultural Conservation Areas were designated in the Shanghai Master Plan .They were re-designated into 12 Urban Historic and Cultural Conservation Areas in accordance with the newly-implemented policy: “Regulations on the Protection of Historic and Cultural Conservation Areas and Outstanding Historic Buildings in Shanghai” in 2003. In the following 5 years, there were additional 32 Suburban Historic and Cultural Conservation Areas (2005) and 144 roads (2007) designated to the list. Recently in 2015, 119 neighborhoods and another 23 roads were also included in the list. However, the conservation system in Shanghai is not part of the national system. In this paper, the question of how to assess the conservation system in Shanghai is theoretically analyzed based on the concept of urban heritage in order to provide some research viewpoints for the preparation of the “Shanghai Master Plan (2015—2040)”.
