社区公共服务设施规划与管理若干问题的研究

摘要: 社会管理是政府最重要的职能之一，城市规划作为空间物质资源分配的一种手段，承担着社会管理的载体和辅助功能。社会建设和社会管理的重心在基层，社区公共服务的供给至关重要，涉及规划与管理等多个方面。目前社区公共服务设施的落实与管理尚存在若干问题，如社区公共服务设施的权属分类需理清，社区规划设计与管理水平有待提高，有关社区建设的法律政策有待完善，行业监管有待加强等。针对存在的问题，结合多年规划实践，提出了系统修订规范，改良用地分类，完善法律政策，严格审批管理，加强政府引导，改革服务供给，引导公众参与，建设社区组织等一系列建议，以期实现社会管理的深度良性发展。
Abstract: Social management is one of the most important functions of the government. As a means of spatial distribution of material resources, urban planning bears carrier and auxiliary functions of social management. The key point of social construction and management is at the grassroots level. The supply of community public service is very important. It involves several aspects of planning and management. At present, there are several problems in the implementation and management in the community public service facilities such as clarifying the classification of its ownership, improving the community planning and management level, perfecting policies on community building, strengthening the supervision of industry and so on. A series of suggestion on the existing issues are put forward to bringing out the deep and healthy development of social management, such as revising systematic specification, optimizing the classification methods of land use, perfecting policies, strengthening the management of examination and approval, attaching importance to government guidance, improving the supply of public service, guiding the public to participate in policy making properly, developing community groups.
