面向实施的超大城市体育专项规划方法研究* ——以上海为例
A Study of Implementation Oriented Methods of Megacities Sport Facility Planning: A Case Study of Shanghai

摘要: 随着我国体育发展重点由竞技体育转向群众体育，侧重于独立占地的大中型体育场馆规划布局的既有体育专项规划的编
制已经不能适应体育设施多系统建设管理的特点和设施综合设置的趋势。这种特点和趋势在土地资源稀缺的超大城市中
尤为明显。我国长期以来存在着公共体育设施管理建设打架，规划实施性差等问题。探索超大城市体育专项规划在规划编
制体系、规划内容、指标体系、平台建设等方面的规划方法，提高超大城市体育专项规划的科学性和实施性。
Abstract: With the transformation of the sports development from competitive sports to mass sports in China, the previous organization
of sports planning, which emphasizes the layout of land-occupied large and middle sized gymnasium cannot adapt to the trend
of multi-system construction and management and the comprehensively setting of the sport facilities. It seems more obvious in
megacities which lack land resources. In China, the conflict between construction and management of public sport facilities and the
poor implementation of the sports planning has existed for a long time. This paper explores the approach of the organizing system,
planning methods, key index system and platform construction of sports planning in megacities, in order to improve the scientific
nature and practicability of the sports planning.
