摘要: 公共服务设施作为公共物品的主要具体形态，是输出公共服务的物质载体。提供系统、完善的公共服务设施以满足社会公 共需求，是公共部门的重要职责。在以人为本的新型城镇化背景下，提出了公共物品的社会建构的本质，基于公共性、服务 性和设施性3个属性特征对公共服务设施的内涵进行了严格界定，并且以组织/区域为视角，对公共服务设施清单从社区、 城市、农村、区域4个方面进行了全面梳理，勾勒出以组织/区域为核心的多层次的公共服务设施体系。

Abstract: As the main specific forms of public goods, public service facilities (PSF) are the material carrier of public service output. Providing PSF systematically and perfectly to meet the public demands is an important responsibility of the public sector. Under the background of human-oriented new urbanization, this paper puts forward an essence: the social construction of public goods and defines the connotation of PSF strictly based on three attributive characters: public, service and facilities. In the perspective of organization/area, this paper lists the contents of PSF in four aspects: community, urban, rural, region, and draws an outline of the multi-level system of PSF.
