摘要: 塑造更富魅力的人文之城是上海城市总体规划（2016—2040）提出的目标愿景之一，也是上海这座超大城市能够可持续发展的内生诉求。在全球化的发展背景下，城市文化是城市软实力的重要组成部分，在全球城市的竞争中显得尤为重要。上海拥有丰富的文化内涵，在资源紧约束发展的关键时期，更应倡导文化引领，促进城市转型。聚焦总体城市设计，重点从传承历史文脉、提升空间品质和创新城市治理三个维度开展工作。
Abstract: Building a more culturally charming city is one of the visions put forward in Shanghai Master Plan (2016—2040), and an endogenous demand for sustainable development of Shanghai as a mega city. In the context of globalization, culture is a key part of city’s soft power, becoming particularly important in competition with global cities. Since Shanghai has rich cultural connotations, it is more necessary to advocate the leading of culture and promote urban transformation in the critical period of tight resources constraint. Focusing on comprehensive urban design, the cultural work of Shanghai will carry out from 3 dimensions, which are inheriting historical context, improving space quality, and innovating urban governance.
