从空间改良到活力营造 ——英国城市更新的研究思考
From Improvement of Urban Space to Creation of Urban Vitality: Study on UK Urban Renewal Project

摘要: 中国在经历了快速城市化之后，城市土地存量越来越少，过去以空间扩张为特征的外延粗放式土地利用模式越来越难以为继，城市规划转向强调对存量空间的更新利用。渐进式城市更新主张在“小而精致的规划”中追求连续的、逐步的、复杂的和灵活的变化，是城市发展到一定阶段后的必然过程。以英国城市更新项目（Re Imagination of Swansea High Street）为研究基础，对“渐进式城市更新究竟更新什么”以及“如何建立完善的渐进式城市更新机制”进行了思考和阐述。相对于物质环境改善，英国的城市更新更加专注于城市的内涵提升和魅力营造，更新过程始终以社区公共利益为价值导向，通过小而精致的规划逐步实现城市更新的阶段目标。
Abstract: After decades of rapid urbanization, urban stock land in China is getting less and less. The commonly extensive way of urban land use is no longer viable and renewal of built space will be the major task of urban planning. Progressive urban renewal is kind of 'small and detailed planning', aiming at sustained, step-by-step, delicate and flexible improvement of built space.It’s an inevitable process of urban development. Based on an urban renewal project in UK (Re Imagination of Swansea High Street), this article conducts a prospective thinking of the regeneration contents and the planning system in progressive urban renewals. The urban renewal in UK focuses more on the creation of urban image and urban vitality than the improvement of built environment. The public interest is always a primary consideration and the regeneration work is carried out step by step through small and detailed planning.
