社会资本影响社区社会组织成长绩效的研究* ——以成都市肖家河街道为例
The Role of Social Capital in the Growth of Community Based Social Organizations: A Case Study of Xiaojiahe Community in Chengdu

摘要: 基于个人社会资本与集体社会资本之间的内在关系，以及社会资本类型的三分法，建立了社区社会组织成长绩效的分析框架，并以此对成都市高新区肖家河街道的6个社区社会组织进行了分析。通过深度访谈和问卷调查，发现这6个组织虽然有基本相似的成长背景，但运行情况和发展前景有较大差别：其中3个成长较好的组织都拥有较高的粘合性社会资本；但在强调外部横向平等联系的桥梁性社会资本和强调外部纵向结构性联系的连接性社会资本方面存在差异；而经由与特定权力结构建立良好关系所获得的连接性社会资本虽然在短时间内带来繁荣，但也可能限制其向外部拓展横向联系的动力。要实现社区社会组织的健康和可持续发展，有必要从政策和社区发展战略上有所调整。
Abstract: The paper provides an in-depth analysis of a case in community-based social organization development in Xiaojiehe Street Neighborhood using the framework derived from social capital theory. Through extensive interviews, on-site observations, experts evaluations, and comparative analysis , the author concludes that bonding social capital has played an important role in ensuring the success of grassroots social organizations, and linking social capital seems to contribute more to short term success than bridging social capital. Nonetheless, linking social capital may also subdue horizontal bridging, negatively affecting sustainability of grassroots social organization’s development. The author thus proposes strategies to strengthen the role of bonding and bridging social capital rather than linking social capital to promote grassroots social organizations’ development.
