迪拜：房地产运作与跨国性城市发展

摘要: 以3个部分阐述和分析迪拜的城市发展模式和特点——第一部分介绍自1960年代至今的城市发展历程，分析形成当代迪拜的主要推动因素；第二部分对城市整体发展状况进行量化和图示分析，呈现了针对城市化过程、现有土地利用情况和开发商及其掌控土地资源情况3个方面的量化研究成果；第三部分通过正在发生改变的萨特瓦和艾尔索达两个传统社区的典型案例深入分析迪拜城市开发相关的社会问题。提出了迪拜城市发展模式受房地产主宰，城市发展的主要服务对象是外来的临时居民和投资者等影响城市未来的深刻问题。
Abstract: The paper is structured in three parts. First, it briefly reviews the history of Dubai’s urban growth to establish the factors that led to the city’s current urban form, including the financial crisis of 2008 and the subsequent ‘comeback’. Second, it extends the review by providing an empirical account of the city’s current state in terms of overall development and urban growth, which is to establish a baseline against which future growth could be measured. Third, it analyzes social issues by contextualizing the discussion through case study which encapsulates the city’s urban strategy. The paper concludes that Dubai’s urban development paradigm has been dominated by speculative mindset and related urban planning issues will affect the city’s uncertain future.
