城市更新中蕴含的理论和实践性议题* ——英国中央政府层面干预城市更新的政策分析

The Theoretical and Practical Issues in Urban Regeneration: Policy Analysis about Urban Regeneration Policies of the UK

摘要: 围绕当前城市发展中的热点问题——城市更新展开讨论，在国内已有上海市、深圳市、广州市针对城市更新制定了地方性法规的背景下，城市更新领域的制度建设、行动模式、理论梳理等方面需要开展广泛的讨论、借鉴和研究。英国的做法值得学习和借鉴。基于《英国城市更新（第2版）》文献，从城市更新中的理论性议题与实践性议题相对划分开来的视角，梳理了英国中央政府干预地方城市更新的政策手段和方法，从而试图厘清英国城市更新是基于什么样的社会背景和目标动机开展的，又在城市更新中碰到了怎样的理论问题和实践难题，体现出城市更新具有理论性与实践性高度融合的特征，并处于多主体、多诉求、多模式相互混杂的状态。

Abstract: This paper talks about one of the highlight issues related contemporary urban regeneration in China. Several megacities, as Shanghai, Shenzhen and Guangzhou, have issued Local Regulations to give action rules for urban regeneration. When we discuss the topics about mechanism construction, action model and theory framework of urban regeneration, the British practices are worth learning and reference. Through reading and learning the book 'Urban Regeneration in the UK', this paper tries to clarify the perspectives of theoretical and practical issues focusing on the policy methods and means of central government. Furthermore, this paper analyzes the social background, targets and problems of regeneration in UK. Finally, it points out that urban regeneration has an integration characteristic, mixing multi-participants, multi-appeals and multi-models together.
