历史文化名城的风貌保护——以承德为例

摘要: 历史文化名城制度强调对历史城市以及与其相互依存的自然与人文环境进行整体的风貌保护。梳理了风貌的概念以及国际历史城市保护中与风貌相关的内容，分析风貌的内涵与关联性保护措施。结合承德历史文化名城中的风貌保护规划实践，认为“风貌”作为中国保护语境的关键词之一，其含义与关联要素并不狭窄。“风貌”作为历史城市及其环境的外在表现形式，与历史城市保护的其他要素具有千丝万缕的联系，对它的保护与控制综合体现在历史城市的诸多保护控制方面。
Abstract: The institution of Chinese historic and cultural cities emphasizes the integral protection of urban areas and their interdependent settings. “Fengmao”, a Chinese word with its similar meaning as townscape, is widely used in the context of Chinese protection. This article analyses the definition of “Fengmao” and its related comments mentioned in the charters of historic urban area’s protection of ICOMOS, discusses the intention and extension of “Fengmao”, the controlling measure of “Fengmao”, with the case study of Chengde, a historic and cultural city in north China. The article concludes that as a Chinese keyword of protection of cultural heritage, “Fengmao” has wide comments and close connection with other features of protected urban areas. Only comprehensive protection can reach a successful protection of “Fengmao”.
