柏林城市遗产保护区与城市更新区的比较研究*
Comparative Study on Urban Regeneration Area and Urban Heritage Conservation Area in Berlin

摘要: 在回顾德国柏林城市更新与城市遗产保护理念演变历程的基础上，针对柏林城市遗产保护区和城市更新区的法律定义、制度特色、规划管理、资金政策等方面展开比较分析，两者有一定相似之处，由地方政府按相关标准进行评估后确定特定政策分区，并配套相应的资金支持和税收优惠政策，尊重房屋土地产权关系，实施严格的规划管理。城市遗产的保护与更新，应转换城市保护与城市更新的理念，尽快建立管理主体明确、资金政策有效的保护制度和机制，方能真正实现城市整体风貌特色的保护和环境品质提升。
Abstract: Based on a review of the evolution process of urban regeneration and urban heritage preservation concept in Berlin, Germany, comparative analysis is conducted on legal definition, institutional characteristics, planning management and financial policy, etc. There is a certain similarity between them, assessing the uniform standards to determine the management of specific areas according to legislation by the local government, supporting them the appropriate financial support and tax incentives, respecting land property relations, and implementing strict planning management. This paper argues that the protection and renewal of urban heritage need to be supported through concept change, planning management and financial policy. Protection and promotion can be thoroughly realized in the city's overall features and characteristics.
