上海建设创新型城市的新思考*
Shanghai: From Economic Powerhouse to City of Innovation

摘要: 当前新兴市场城市同发达城市的关键差距正从资本控制功能转向创新中心功能；上海在创新型城市建设发育进程中正处于由创新扩散阶段向（国际）创新中心阶段的关键升级环节。文章围绕在进入后工业化时代的上海需要怎样的转型策略来培育一个新的知识经济体系？在上海塑造创新型城市中城市规划的角色是什么？城市开发项目如何对于塑造知识经济体系和创新型城市作出贡献等问题？从创新型城市核心定位、功能特征和空间组织3个方面，提出了功能定位、运行规律、沟通方式、关键经济主体、决策模式、生产行为、产业构造、空间偏好、关键单元、尺度偏好以及外部构造等11项不同以往的规划创新要求。
Abstract: This paper uses Shanghai as a case study to examine the impacts of various development strategies that attempt to develop Shanghai as a city of innovation. This paper attempts to examine the following question: what transformation strategies should Shanghai explore to develop its knowledge-based economy in post-industrial era? what is the role of urban planning in making Shanghai a city of innovation? To what extent have knowledge-based urban development projects contributed to the establishment of knowledge-economy and make Shanghai a city of innovation? The Authors argue that the major gap between emerging market cities and mature market cities is no longer the capacity of capital control but the capacity as innovation center. And Shanghai is at the critical moment climbing from the stage of innovation diffusion to stage of innovation center. This paper lists 11 considerations regarding the specific special requirements for an innovation oriented urban planning.
