治理视角下城市更新相关主体的角色转变探讨 ——以上海为例
Research on the Multi-players' Concept and the Role Transformation in Urban Regeneration under the Perspective of Governance: A Case Study of Shanghai

摘要: “上海2035”总体规划提出以建设“卓越的全球城市”为总体目标，上海市委市政府也把推动高质量发展与创造高品质生活作为工作重点。在国家治理现代化的背景下，今后的城市更新必将以多元协同为重要路径。在对城市更新及治理理论等相关概念的阐述基础上，分析了上海城市更新面临的若干挑战；进而以治理为视角，对上海城市更新中的相关主体的理念和角色转变进行探讨，即政府职能从“多头管理”向“协同治理”转变，企业责任从“单求盈利”向“兼顾公益”转变，社会公众从“表达诉求”向“深度参与”转变，专业群体从“技术理性”向“多元定位”转变。
Abstract: Shanghai 2035 Master Planning puts forward the overall objective of building an "outstanding global city". Shanghai Government also considers promoting high quality development and creating high quality life as the priority of Shanghai in the future. Under the background of the modernization of national governance, the future urban regeneration will take multiple coordination as an important path. Based on the urban regeneration, governance theory and historical review, this paper analyzes the connotation and characteristics of urban regeneration, and summarizes the different types of urban regeneration in Shanghai from the perspectives of promoting subject. With the analysis of the difficulties and challenges of urban regeneration, this paper proposes that the government functions should be transformed from"multi management" to "collaborative governance", the enterprise responsibilities should be changed from "single profit" to "consideration to public welfare", the public should change from "expressing appeals" to " deep participation ", and the professional group should be transformed from " technological rationality " to "multiple roles".
