健康规划实施制度与政策工具* ——美国的经验与启示

Healthy Planning Implementation System and Policy: Learning from International Experience of the United States

摘要: 公共健康问题已经成为城市未来发展亟需面对的重要问题之一。完善的实施制度与管理工具有助于健康城市建设。对美国健康规划政策及其管理工具进行梳理,并通过案例解析如何在规划目标中嵌入健康要求,在目标实施中应用管理工具,在规划过程中体现健康目标。通过总结健康规划的理论与实践经验,提出建立健康规划实施制度、应用规划管理工具、促成合作机制3个层面内容。在我国对如何将健康元素纳入制度政策还缺乏深入研究,通过解析欧美国家发展较为成熟的经验,以期为我国健康规划提供借鉴。

Abstract: Public health issue is one of the urgent concerns for future development of cities. By summarizing the theory and practice in the United States, this paper puts forward three aspects of healthy planning: healthy planning implementation system, management tools, and strategies for institutionalizing interdisciplinary partnerships. Through case studies, this paper provides advices not only on how to include health-supporting policies in general plans but also to apply the planning tools in the implementation process to ensure that implementation strategies reflect the health objectives, so as to provide useful experience for the study of healthy city in China.
