城市精细化管理背景下社区规划师在社区更新中的拓展实践——以上海曹杨新村“美丽家园”规划为例

摘要: 社区规划师是西方城市规划中重要的参与者。随着我国市民公众主体意识的不断增强，城市越来越关注社区的精细化管理，社区规划师制度在我国城市更新的进程中逐渐变得不可替代。上海曹杨新村是我国最早采用“邻里单元”理论建造的知名劳模新村，经过60年发展，亟需解决基础设施老旧、社区管理落后等问题。以曹杨新村“美丽家园”建设为背景，提出建立由专家学者、城市管理方、社区居民和社区规划师组成的“四方参与工作平台”和5阶段工作流程，在传统社区规划的基础上完成规划后的驻场动态追踪、弹性社区规划，其推动社区自治的方式是我国社区更新发展的重要实践参考。
Abstract: Community planners are important participants in western urban planning. As cities began to pay more attention to their community management, the system of community planners has become irreplaceable. Shanghai Caoyangxincun is a famous community built for model workers. This paper proposes to establish a working platform, which consists of experts and scholars, city managers, community residents and community planners, and to adopt a "five-stage" working process through symposiums, planning summary & evaluation, and on-site follow-ups. As an effort to build urban community self-governance, this case study is valuable for promoting community planners’ practice.
