大都市地区乡村振兴的规划和实施探索 ——以上海市松江区为例
The Planning and Practice for Rural Revitalization of Metropolitan Suburbs: A Case Study of Songjiang District, Shanghai

摘要: 围绕产业兴旺、生态宜居、乡风文明、治理有效、生活富裕的总要求，我国乡村振兴战略提出建立健全城乡融合发展体制机制和政策体系，加快推进农业农村现代化。近年来，各地也不断加大推动乡村地区振兴发展的相关制度设计和乡村规划实施策略的研究和实践。上海市松江区作为大都市郊区的典型代表，结合本区农村产权制度改革和全国农村土地制度改革试点的要求，深入探索基于城乡一体化背景下的乡村规划管理和实施实践，形成了一条土地集约、生态优先、绿色发展的乡村振兴实施路径和发展模式。
Abstract: Focusing on industrial prosperity, ecological livability, rural civilization, effective governance, and prosperous life, China's rural revitalization strategy proposes to establish an urban-rural integration development mechanism and policy system to accelerate the modernization of agriculture and rural areas. In recent years, local governments have carried out researches and practices of related system design and planning implementation strategies to promote the development of rural areas. As a typical metropolitan suburb, the Songjiang District of Shanghai combines its rural property rights reform with the national rural land system reform, to explore the rural planning management and implementation practices under the background of urban-rural integration. This practice forms a land-intensive, ecological-prior, green-developed rural rejuvenation implementation path and development model.
