上海撤制镇创新田园社区发展模式探索 ——以佘山镇天马社区规划为例
Exploring the Development Model of Innovative Rural Communities for Towns without Administrative Authorization in Shanghai: A Case Study of Tianma Community Planning in Sheshan Town

摘要: 《上海市城市总体规划（2017—2035年）》（以下简称“上海2035”）提出“底线约束、内涵发展、弹性适应”的前提下，撤制镇（集镇社区）作为以往发展相对停滞的区域，同时又是建设用地指标“约束瘦身”的核心对象，亟需以高质量发展、高品质生活的创新发展模式立足存量时代，推动上海城乡一体化的发展。基于撤制镇社区存在的普遍问题，以上海市松江区佘山镇天马社区规划为例，将长远的规划蓝图与实际的建管情况相结合，因地制宜，分系统、分步骤、分时段地对撤制镇的经济产业、设施服务和社区环境等多维体系进行整体优化提升，探索全过程全周期的精准化创新田园社区发展模式。
Abstract: Implementing the concept 'bottom line constraint and connotative development' of Shanghai 2035, it is urgent to explore an innovative model of high-quality development and high-quality life and to promote the urban-rural integration in Shanghai. Towns without administrative authorization as underused areas have been relatively stagnant in the past. They have been the neglected aspect in the urban-rural system, but a core battlefield of the construction land indicator at the same time. Based on the common existing problems of these towns, this article takes the Tianma community planning in Sheshan Town of Shanghai as an example, combining the long-term planning blueprint with the actual construction and management situation. Multi-dimensional systems such as industries, facility services, and community environment are optimized and improved as a whole, and it explores the innovative development model of rural communities throughout the entire process and full cycle.
