城乡一体化地区的乡村振兴路径探究* ——以上海市为例
The Path of Rural Revitalization in Integrated Urban-rural Development Areas:A Case Study of Shanghai

摘要: 分析城乡一体化地区乡村振兴面临的问题，提出相关实施路径，拓宽乡村振兴思路。以上海市为例，采用田野调查、结构式访谈、抽样调查的方法剖析城乡一体化下的乡村发展特征与现实问题。提出城乡一体化地区的乡村振兴应最大化整合“生态、生产、生活”的乡村资源优势；构建“接天气、接地气、接人气”的乡村新业态；打造城乡“有差别、无差距”的乡村特色人居环境；建立包容外来人口的村民自治乡村新型治理模式。最后，从人才引入、政策完善、特色空间营造、基础设施与公共设施配套、乡村治理等方面提出完善上海乡村振兴路径的具体对策建议。
Abstract: This paper analyzes the problems of rural development, puts forward relevant development countermeasures, and widens the ideas of rural revitalization in the areas of urban-rural integration. Taking Shanghai as an example, this paper analyzes the characteristics and practical problems of rural development in urban-rural integration areas by means of field survey, structural interview and sampling survey. The paper proposes that the rural revitalization in the urban-rural integration area should maximize the integration of rural ecological, production and living resources, build rural industries with a broad market prospect, create a rural residential environment with local characteristics, and establish a new self-governance model for villagers that can accommodate migrants. Finally, from the aspects of talent introduction, policy improvement, characteristic space construction, infrastructure and public facilities supporting, and rural governance, the paper puts forward specific countermeasures and suggestions to improve the path of rural revitalization in Shanghai.
