五位一体：企业语境下的乡村振兴之道
'Five in One' Method: The Way to Vitalize the Country in the Context of Enterprises

摘要: 乡村振兴在党的十九大中被提升为我国国家战略。针对政府主导实施乡村振兴所呈现出的造血功能不足、重视工程建设忽视内生动力等问题，指出企业和市场参与是实现乡村振兴战略的重要补充。同时提出企业参与乡村振兴对政府支持、政企权责、村庄发展禀赋等方面的条件要求，并总结出企业语境下乡村振兴向增量要效益的总体思路、全生命周期的管控理念以及“投资—策划—规划—设计—运营”的“五位一体”方法，着重介绍该方法中投资研判、价值挖掘、产品研发、规划管控、产业运营等工作要点。结合上海市青浦区重固镇章堰村的实践案例，从实证的角度阐述了企业语境下“五位一体”方法的具体应用。
Abstract: Rural vitalization was promoted into a national strategy in the 19th CPC National Congress. In view of the insufficiency of hematopoietic function in the implementation of rural vitalization led by the government and the neglect of endogenous motive force in the construction of projects, it is proposed that the participation of enterprises and markets is an important supplement to the strategy of rural vitalization. This paper studies and puts forward the conditions and requirements of enterprises' participation in rural vitalization for government support, government and enterprise power and responsibility, and village development endowment. It also puts forward the general idea of increasing benefits for rural vitalization in the context of enterprises, the concept of management and control in the whole life cycle, and the 'five-in-one' method of 'investment-strategy-planning-design-operation', with emphasis on introducing the value research and evaluation, value mining, product research and development, planning control, industrial operation and other work points. Finally, combining with the practical case of Zhangyan Village, Chonggu Town, Qingpu District, Shanghai, this paper expounds the concrete application of the 'five-in-one' method.
