基于乡村旅居养老的苏南乡村适老问题及其对策研究*

摘要: 乡村旅居养老是将乡村旅游资源和养老服务结合起来的一种养老方式，正逐渐成为城市老人养老的一项新选择。通过解读背景政策和文献资料，界定乡村旅居养老的概念。通过问卷调查和访谈，了解城市老人、乡村村民对乡村旅居养老的认知度和需求度。通过实地调研，分析苏南两个村的村民意愿、公共服务设施现状情况。研究发现苏南地区要发展乡村旅居养老，还存在乡村医疗设施和养老服务设施匮乏、交通和购物等日常生活不便利、生活枯燥乏味而且生活被打扰3方面的乡村适老问题，同时提出完善服务设施配套、引入医养结合方式、依托闲置用房创收、注重城乡共融理念的乡村适老对策。
Abstract: Rural wellness tourism is a way of elderly care that combines rural tourism resources and elderly care services, and is gradually becoming a new choice for senior citizens. The article defines the concept of rural residence for the elderly by interpreting background policies and literature. Through questionnaires and interviews, we investigated the awareness and demand of senior citizens and villagers for rural wellness tourism. Through field research, we analyzed the wishes of villagers and the status of public service facilities in southern Jiangsu. It turns out that rural areas should be developed for the elderly in the southern part of the province, but there are still problems, such as lack of medical facilities and old-age services, inconvenient transportation, and humdrum daily life. Four countermeasures are proposed, including improving service facilities, introducing the integrated mode of medical and old-age care, increasing income from unoccupied housing, and focusing on the concept of urban and rural integration.
