疫情与灾害叠加下的城市韧性健康开放空间规划策略研究

摘要: 2019年底暴发的新冠肺炎疫情给各级城市建设管理带来巨大的考验,2020年南方肆虐的洪灾叠加了城市防灾救灾难度。医院、交通枢纽、体育馆、街道等公共开放空间是综合防灾的重要场所,承担了疫情期间的重要防疫任务。从韧性与健康城市建设层面提出韧性健康开放空间的概念,梳理疫情等灾害下城市防灾空间的发展。基于综合防灾存在的多系统叠加的复杂性,提出韧性健康开放空间特征及规划策略:完善叠加灾害预防的城市综合防灾规划体系、建立平灾结合的开放空间弹性复合功能系统、建立线上线下多方联动的保障机制。

Abstract: The outbreak of 2019-nCoV has brought great challenges to urban construction and management at all levels. The flooding in southern China in 2020 has compounded the difficulty of urban disaster prevention and relief. Public open spaces, such as hospitals, transportation hubs, gymnasiums and streets, are not only important epidemic prevention tasks during the epidemic period, but also important places for comprehensive disaster prevention. The concept of resilient healthy open space is proposed from the perspective of resilient and healthy city construction. The development of urban disaster prevention space in the context of epidemic disease and other disasters is reviewed. Based on the complexity of multi-system superposition existing in integrated disaster prevention, the characteristics and planning strategies of resilient and healthy open space are put forward: to improve the urban comprehensive disaster prevention planning system with superposition disaster prevention, to establish a flexible composite function system of open space combined with disaster prevention, and to establish online and offline multi-linkage guarantee mechanism.
