快速城镇化背景下大都市生态空间规划创新探索
Ecological Spatial Planning in Light of Rapid Urbanization: Innovation and Implementation

摘要: 在我国建设生态城市的大背景下，上海正在积极转变既有的发展模式，建立适应国际大都市目标定位要求和生态宜居宜业城市。2013年，上海市政府工作报告中明确将启动郊野公园项目作为今年政府的重点工作之一。为了改善市域生态环境，落实上海市基本生态网络规划，提出了通过基础生态空间、郊野生态空间、中心城周边地区生态系统和集中城市化地区绿地系统4个层面加快生态空间管控措施。并从推进机制创新、编制方法创新、技术成果创新和政策管理创新等4个方面着手，探索一条适应大都市生态空间规划转型要求的新路径。
Abstract: Shanghai is now going through a development phase of economical and social transformation. Building an ecological, sustainable and livable city is the national task and municipality goal. Since 2013, establishing country parks plays an important role in the Shanghai Municipality Government’s Agenda. Besides, there are four levels of ecological protection and revitalization in the framework of “Shanghai Basic Ecological System” as following: basic ecological space and countryside ecological space on the one hand as well as urban and urban-periphery area on the other. These four ecological levels are all relevant in planning, decision-making and implementation. Each aspect requires further study and innovation.
