基于“两山”理念的浙江乡村规划实践

摘要: 分析、探讨并展望“两山”理念与浙江乡村规划间的系统持续影响。在近20年间的浙江乡村实践历程中，乡村规划伴随着“两山”理念的起源和发展，同时又受到“两山”理念的深刻影响，形成分析和考察“两山”理念的重要“窗口”。通过对“两山”理念形成过程与内涵演进的系统梳理，揭示其在发展观、方法论和本体认知3方面对乡村规划产生的重要影响。基于浙江乡村规划发展中综合性、体系性和政策性的趋势分析，阐释该影响具体表现为规划的生态观、系统观、美学观、创新观和民生观的持续改变，以及其作为政策工具属性的强化，并以此作为阶段性的经验总结。最终指出“两山”理念在以乡村振兴为目标、以国土空间规划编制改革为背景的新阶段，对村庄规划还存在转化路径和全要素框架组织等方面的需求。
Abstract: This paper analyzes, discusses and prospects the sustainable impact of the "lucid waters and lush mountains are invaluable assets" concept on Zhejiang rural planning system. In the course of rural practice in Zhejiang Province in the past 20 years, rural planning is accompanied by the origin and development of this concept. At the same time, it is deeply influenced and becomes an important "window" to analyze and investigate the concept. Through the systematic analysis of the formation process and connotation evolution of the concept, this paper reveals that it has an important impact on rural planning in three aspects of development concept, methodology and ontology cognition. Based on the analysis of the comprehensive, systematic and policy trends in the development of rural planning in Zhejiang Province, this paper explains that the influences are embodied in the continuous change of ecological, systematic, aesthetic, innovativeness and people's livelihood concepts of planning, as well as the strengthening of its attribute as a policy tool, and takes this as the experience summary at the current stage. Finally, it points out that the concept in the new stage with the goal of Rural Revitalization and the background of the reform of territory spatial planning still needs a transformation path and total-factor framework organization of rural planning.
