Analysis of the Current Status of Urban Regeneration System and Suggestions for Improvement

Abstract: The Fifth Plenary Session of the 19th Central Committee of the Communist Party of China and the 20th National Congress have clearly proposed the implementation of urban regeneration action, creating a historic opportunity for the construction of the urban regeneration system. This paper reviews the progress of China's urban regeneration system construction. By drawing upon the advanced experiences of international urban regeneration while considering China's national conditions, it proposes the construction of a systematic and comprehensive urban regeneration institutional framework. It also suggests establishing a resident-led, multi-stakeholder cooperative governance mechanism for sustainable urban regeneration, developing a diversified urban regeneration funding security system, and formulating systematic urban regeneration policies that address complex realities.


Research and Strategic Thinking on Urban Regeneration Type System Based on Urban Regeneration Action: A Case Study of Shanghai

Abstract: The Report of the 20th CPC National Congress explicitly puts forward "implementing the urban regeneration action" and the implementation of urban regeneration has become an inevitable requirement for promoting urban high-quality development. At present, urban regeneration has achieved preliminary exploratory results in many local practices. However, due to many tasks of existing regeneration contents and strong localization of methods, some regions and departments still have partial gaps in the understanding of regeneration connotation, policy supply and implementation guarantee, and situations of hesitation in action and ineffective outcomes. In this context, it is urgent to establish a guiding framework at the national level and an operational urban regeneration type system at the local level to provide more scientific, refined and systematic urban regeneration implementation strategies for the comprehensive and orderly promotion of the urban regeneration action. This paper reviews the history of urban regeneration in Shanghai, analyzes the implementation experience and action characteristics of different types of urban regeneration projects, and preliminarily constructs an urban regeneration type system that comprehensively covers different types of urban regeneration objects in Shanghai. Based on this, the paper mainly puts forward several strategies for promoting urban regeneration from the perspectives of regeneration concepts, planning guidance and policy innovation, in order to provide references for improving the coordination, systematization, and sustainability of the urban regeneration action implementation.


Study on Conservation Renewal Strategy of Shanghai Lilong: Type Value, Cognitive Dimension and Technological Path

Abstract: As the most important residential community and residential type in modern Shanghai, Lilong is the main component of historic and cultural districts and style protection neighborhoods in Shanghai. It is also an important carrier of Shanghai's modern cityscape and residents' living memory. The protection and preservation of 7.3 million m² of Lilongs is an important measure for Shanghai to strengthen the protection of style and features, ensure the improvement of people's livelihood and promote urban renewal. Based on the study of the type of Lilong and the multi-dimensional value statement and based on the main challenges in the context of the current urban renewal, such as Lilong neighborhoods' disappearance, destruction of authenticity, gentrification and rupture of social context, this paper conducts systematic theoretical research, comprehensive survey interviews and public participation, and tries to look at the current protection and renewal of Lilong from the perspective of property rights to put forward the cognitive dimensions and basic principles of conservation and renewal of Lilong texture, the dimensions and strategic types of conservation and renewal of Lilong buildings, and the functional continuity, the diversity of business forms and adaptive strategies of Lilong district. Based on the urban design method, the GIS data platform is established to form "one neighborhood, one atlas", which supports the formulation of protection and renewal policies.


Research and Practice of Urban Community Low-Carbon Regeneration: A Review and Strategic Suggestions

Abstract: Amidst urban regeneration and the pursuit of the "Carbon Peaking and Carbon Neutrality" strategy, communities, serving as fundamental socio-spatial units, significantly contribute to urban energy consumption and carbon emissions, becoming a focal point for carbon reduction efforts. Extensive community regeneration has presented a crucial opportunity for community-based carbon reduction. The integration of low-carbon concepts and strategies into community regeneration projects has become an urgent priority. This paper provides a comprehensive review of research and practices concerning community low-carbon regeneration in both domestic and international contexts. It outlines the primary areas and pivotal factors influencing community carbon emissions, as well as the main experience of community low-carbon regeneration. Drawing insights from current community regeneration practices in China, it puts forward six strategic suggestions for low-carbon community regeneration, namely building and equipment energy saving, ecological greening, renewable energy, green transportation, resource recycling, low-carbon lifestyle and governance.


Analysis on the Transformation of Urban Renewal Concept, System and Planning: A Case Study of Shanghai

Abstract: The transformation of urban regeneration involves three aspects: concept transformation, system transformation and planning transformation. In the transformation of the connotation of urban renewal, under the evolution of the concept and the trend change of value orientation, current urban renewal in Shanghai focuses on growth, spatial quality and diversified governance. Based on the theoretical basis of the key connotation of social, economic and institutional dimensions, this paper analyzes the characteristics of Shanghai urban renewal in the transformation of legal system, management system and implementation system. Shanghai has carried out practices in planning, scheme, and implementation, including "public" mode, "sharing" mode and "community empowerment" mode. Finally, the paper puts forward that the future urban regeneration of Shanghai should pay attention to exploring interest consultation and thinking about renewal methods, renewal plans, policy setting, and governance organization.


Analysis of Urban Regeneration Activities in Shanghai and Innovation Research of Regulations

Abstract: Urban regeneration is an important national strategy and urban development method. Shanghai Urban Regeneration Regulations established a basic system for urban regeneration actions under the guidance of territory spatial planning. Subsequently, Shanghai issued a series of supporting documents. On the basis of analyzing the practice and characteristics of institutional trends, the paper reflects on the problems of document connection, market participation, supporting policies, planning systems, and mechanisms in regulation design. Based on the experiences of other cities, the paper proposes some suggestions for further work.


Policy Innovation and Practice of Old Urban Communities Renovation in Guangzhou in the New Era

Abstract: Facing the renovation difficulties such as high transaction costs, unclear pattern of rights and obligations of participants, insufficient spatio-temporal planning and belated institutional guarantee of renovation practice in old communities, this paper analyzes the logical changes of the old community renovation policies under the guidance of sustainable development from the perspectives of renovation subjects, contents, paths and methods, and summarizes the old community policy innovation in Guangzhou. The renovation of old communities in Guangzhou has been practiced as early as the 1980s, and the policy development has experienced three stages: preliminary exploration, relative stagnation and maturity. In the new era, it realizes the effective connection between the bottom-up and top-down mechanisms by constructing the new pattern of multi-subject participation, releasing the renovation dividends of time and space, innovating the renovation methods based on local characteristics, and promoting "co-creation". Guangzhou has found a path of sustainable renovation of old communities, which provides a useful reference for other cities.


Exploration of Institutional Mechanism and Planning Innovation of Shanghai's New Round of Old District Regeneration

Abstract: In recent years, Shanghai has promoted a new round of old district regeneration, accelerating the improvement of living conditions for disadvantaged residents in old neighborhoods. Through the new model of "government enterprise cooperation", state-owned enterprises play a "backbone" role in the promotion of old district regeneration. This article introduces the key points of institutional mechanism and planning innovation, including the empowerment of government departments and the role of state-owned enterprises as urban regeneration platforms, the basic goals of planning in terms of style protection, functional improvement, and implementation, as well as practical exploration in the planning process, normative standards, and spatial product innovation.
