Reflection on the Practice of FAR Transfer System in the Renewal of Historical Blocks in Taiwan: Based on the Implementation Evaluation of Dadaocheng

Abstract: The development of historical blocks under protection has always been a difficult problem in urban renewal. As an elastic regulation mechanism to balance resource protection and market development, FAR transfer is an important technical means to coordinate the complex and diversified problems in the renewal of historical blocks. Based on the analysis of the construction and practice of the FAR transfer system of historical blocks in Taiwan, this paper discusses the overall implementation effects of the system, focuses on the in-depth analysis of the FAR transfer practice in the renewal of the historical blocks in Dadaocheng, Taipei, and provides experience for the protection and renewal of historical blocks in the Chinese mainland.


A Critical Review of the Transformation of Taiwan's Industrial Heritage

Abstract: Industrial heritage protection in Taiwan has gone through a process from static collections to dynamic capital operations. This article reflects on the status quo of Taiwan's industrial heritage after the transformation of cultural and creative parks from three perspectives: value cognition, the shaping of spirit of place, and the return of civic life. Through case analysis, the article theoretically explains and critically thinks about the predicament of identity reconstruction of Taiwan's industrial heritage under the coverage of multiple layers of meaning and the game of multiple interests. Blindly following the trend of cultural and creative transformation cannot support the sustainable development of industrial heritage, and ineffective development will only lose the original historical texture and damage the local culture. In the process of reusing industrial heritage, we should face up to its multi-dimensional values, expand the participation of citizens, jump out of the government-led and pure capital operation mode, and respect its historical context, local culture and citizens' life, to reverse the current situation that has been questioned in the field of cultural property preservation.


Beyond Real and Imagined: Spatial Exploration of an "Atypical" Cultural Heritage in Taiwan

Abstract: Xie-Mansion at Mengjia is a private, small-scaled and poorly protected "atypical" cultural heritage in Taiwan. Based on Edward Soja's interpretation of the dualistic tension in Lefebvre's "conceptual triad of production of space", this paper explores Xie-Mansion's status quo from the perspective of "thirdspace" that transcends the "real" and the "imagined space", and interprets perceptions of various actors and multiple meanings of place from dimensions of sense of place. It should not be ignored that there are other overlapping, dominating, abstract and visual "knowledge" systems beneath the "cultural heritage" system, as well as different imaginations and perceptions of the real space by different actors. By discussing first, the relationships and perception similarities and differences of government, scholars, neighbors, family and the host from the perspective of place attachment, and second, the representation of space by actors from the perspective of place identity, this paper points out that the preservation dilemma of Xie-Mansion is rooted in real space and imagined space—it is neither a materially empty shell with no concern to "people", nor able to become the perfect heterotopia as defined by the label of "cultural heritage".


Constructing Resilient City and Community Based on the Concept of Community Planners

Abstract: Building a sustainable community should be practiced through internal joint discussion, knowledge construction, and cooperative spatial practice step by step. Establishing crowd interaction and social networking in the community, thereby promoting the balanced and sustainable use of various resources are also essential factors to achieve the target. This research aims to promote the community jointly build a stable living environment that can meet local environment conditions in repeated discussions and practices with the concept of community planner and participatory planning. Accordingly, developing a sustainable community is also the foundation of building a resilient city. This article applies the concepts of embedded theory, participatory planning, and contract learning, and uses the community planner system and its key methods in the form of action research, to explore how to enable the community to promote the discovery of its real needs, also to construct intraregional relations in a dynamic reflection and construction. In addition, this paper aims to achieve the establishment of a symbiotic relationship between the environment and people, as well as their connection and repositioning.


The Experience and Inspiration of Community Building in Social Housing: A Case Study of "Taipei Social Housing for Youth Innovation"

Abstract: Social housing is often labeled due to its social welfare attributes that bring about the phenomenon of clustering of disadvantaged groups, which often triggers isolation by neighboring residents. In order to avoid social exclusion, apart from improving the hardware conditions of social housing, mixed-income housing models can be adopted, but the heterogeneity of residents' identities and incomes makes community integration difficult. In response to these problems, "Taipei Social Housing for Youth Innovation" has carried out targeted community building activities in social housing with remarkable results. We analyze the program from various perspectives, such as the participating parties, operation mechanism, creation strategy, current effectiveness and problems, study the process of promoting community building, and conclude four practical experiences, such as flexible policy and institutional innovation, collaborative cooperation of multiple parties, flexible and diverse interaction mechanism, and value orientation of mutual benefit and sharing, in order to provide a reference for promoting community building in mixed-income communities in Chinese mainland.


A Case Study of Sustainable Green Roof of Urban Apartment Complex

Abstract: The problem of global warming and climate change has been becoming more serious in recent years. Governmental institutes continue to encourage communities to attend green roof activities to satisfy the request for the greenery index of green buildings, and further promote the living quality. Yet, the penetration rate is not high enough and the sustainability of roof greening activities is less successful. The research target of this paper is the demonstrate apartment complex of New Taipei City which promotes green roofs. It selects two urban communities as the cases, and applies the documentary study, field survey and semi-structured interviews as research methods. Five dimensions of people, matter, affair, time and place are considered for future references. The research shows that through the participating process of community building, combined with resource gaining, proper learning with effective management and strategy adjustment can help the sustainable operation of green roofs, and then achieve the goal of greenery index.


Discussion on the Application of Social Capital in Disaster Prevention for Communities: A Case Study of Autonomous Disaster Prevention Community in Xinbei City, Taiwan

Abstract: At this stage, China's community disaster prevention engineering technology has made great achievements, but social capital in this process is relatively lacking, resulting in the capital attributes in the construction of the community disaster prevention system being stripped away, and the community disaster prevention system is incomplete. In view of this problem, this paper discusses the operation mode of social capital in the community disaster prevention in Xinbei, Taiwan, takes the autonomous disaster prevention community in Xinbei City, Taiwan as an example, and focuses on the similarities and differences between mainland and Taiwan. Hopefully, this paper explores the capital application model suitable for the mainland communities, so as to improve the disaster prevention system and provide a new perspective for the construction of resilient cities in China.
