迈向2040：上海城市规划战略思考
Towards 2040: Strategic Thinking in Shanghai Urban Planning

摘要: 根据党的“十八大”关于科学发展体系的理念和要求，上海2040在规划理念上突出“四个转变”：由扩张型的规划向底线约束型的规划转变，由注重经济发展向注重“以人为本”的全面发展转变，由行政分隔型的规划向更加注重开放的区域一体化规划转变，由注重技术的规划向更加注重公共政策的规划转变。针对上海2040的愿景和挑战，形成3个维度的规划策略：以开放谋求全球竞合力；以绿色提升持续发展力；以关怀塑造城市独特魅力。上海2040的编制和实施的过程，也是探索城市治理模式的过程，因此提出建设多元包容的参与平台、综合协调的实施机制以及保障有力的法治体系。
Abstract: According to the concept and requirement of the 18th National Congress of the CPC on Scientific development system, Shanghai 2040 highlights the planning concept of Four Changes: change from dilated planning to the bottom line constrained planning, change from focusing on economic development to emphasizing the people-oriented comprehensive development, change from isolated administrative planning to open regional integration planning, change from technology-oriented planning to public-policy-oriented planning. On account of the development vision and the challenge of Shanghai 2040, we form the three-dimensional planning strategies: fostering the competition and cooperation by opening up to the outside world; enhancing the sustainable development by green environmental protection; exhibiting the unique charm of a city by giving more humanistic cares to the people. The preparation and implementation process of Shanghai 2040 is also the process of exploring the urban governance mode, so we propose to build an inclusive and multi-cultural platform for more people to participate in, an integrated and coordinated implementation mechanism and an effective legal system.
