浅议城市转型之势与交通规划之道

Discussion on the Trend of Urban Transition and the Path of Transportation Planning

摘要: 当前，我国已进入经济、社会和城市转型发展的“新常态”，城市交通规划要主动适应，并且创新规划理念和方法，促进城市发展转型。分析了影响我国城市转型发展的主要动力因素、未来城市转型发展的趋势以及上海处于后工业化阶段城市发展的“新常态”，并在对科学发展观和可持续发展理论等中西方城市发展理论进行比较分析的基础上，提出城市交通规划需要遵循以人为本、可持续发展、全面协调、因地制宜的基本原则，把握好交通与城市的关系、交通的目的与方式、交通的需求与供给、交通的技术与方法、交通规划的约束与弹性（韧性）等重点问题。

Abstract: At present, China has entered the 'new normal' of economic, social and urban development. Urban transportation planning should adapt it initiatively and should be innovated in ideas and methods so as to improve urban development transformation. The article analyzes the main factors of affecting the urban transition and development, the trend of urban transition and development in the future and the 'new normal' of Shanghai in the post-industrial stage of urban development. On the basis of comparative analysis of the scientific development view, sustainable development theory and other urban development theory from East or West, we put forward that urban transportation planning should follow the basic principles including human-oriented, sustainable development, overall coordination and local conditions. Meanwhile we should also focus on the key points involving relationship of transportation and city, the purpose and way of transportation, the supply and demand of transportation, the technique and methods of transportation, the restraint and elasticity of transportation planning, etc.
