空间发展、管制与变革——国内外“城市开发边界”发展评述及启示
Spatial Development, Control and Reform:A Review with Inspiration on the Evolution of Urban Development Boundary at Home and Abroad

摘要: 面对中央提出的新常态、新型城镇化的转型发展要求，综合国内外理论与实践，梳理“城市开发边界”的相关概念，从历史发展、空间规划、法规建设、政策引导、社会治理角度分析相关概念背后的空间规划体系与空间管制手段。在中央要求地方盘清总量、全面推动深化改革的背景下，“三线划示”应在判断发展阶段、厘清空间层次、评估既有空间管制手段的基础上进行划定，突出政策工具属性，完善相应的政策、制度和管理机制设计。
Abstract: To meet the requirement of New Normal and New-type Urbanization raised by the central government for the transformation of development, the article combined practice and theory at home and abroad, reviewed the concepts about 'Urban Development Boundary', and analyzed the substantial spatial planning system and spatial control tools from the perspectives of historical development, spatial planning, legislation, policy guidelines and social governance . The proposal is raised accordingly that with the situation of top-down inventory call forcing local authorities, and the deep reform promoted all through the regulations, the current 'Three-line Delimitation' should be based on correct judgment of development phase, clear identification of spatial level, and sufficient evaluation of existing spatial control tools. The characteristic of policy tools should be highlighted. And the relevant policies, institutional systems and management mechanisms should be improved with it.
