公共卫生导向下城市社区治理应急模式研究*

摘要: 2020年新型冠状病毒肺炎疫情（COVID-19，以下简称“新冠肺炎”）在全球蔓延，并成为对我国城市治理体系和治理能力
的一次重大考验，城市应急治理模式向“基于社区”转型的必要性开始凸显。对国外社区应急治理模式展开系统梳理，关
注组织机制和信息化管理两个维度。同时结合当下新冠肺炎疫情中我国应急模式转型的具体表现，对我国公共卫生导向下
的城市社区应急治理模式提出纵向传导、横向参与和多阶段内容完善3方面的转型优化建议，进一步推进城市治理体系和
治理能力现代化建设。
Abstract: The new coronavirus has spread globally in 2020, and will become a major test of China's urban governance system and capabilities. The
necessity of transforming the city's emergency management model to "community-based" has begun to emerge. This article systematically
sorts out the emergency management models of communities in foreign countries, focusing on the two dimensions of organization
mechanism and information management. At the same time, combined with the concrete manifestations of China's emergency mode
transformation in the current coronavirus pneumonia epidemic, it proposes transformation and optimization recommendations for urban
community emergency governance models in vertical transmission, horizontal participation, and multi-stage content improvement to further
promote modernization of urban governance system and capacity.
