Key Planning Issues of Efficient Response to Acute Public Health Events

摘要: 概述突发公共卫生事件的严峻挑战及国内外有关突发公共卫生事件响应的实践与研究动态，分析我国城市医疗卫生相关
规划现状，强调在我国行政体系和社会文化特点下，城市医疗卫生设施规模布局和医疗卫生服务效能两方面与突发公共卫
生事件响应能力构成最直接、最重要的两组关联。结合山西省太原和湖北省武汉的案例实证，着重剖析这一关键议题，并提
出高效响应突发公共卫生事件的城市医疗卫生规划整体策略。
Abstract: This paper first summarizes the severe challenges of acute public health events, relevant practices and research trends of response to acute
public health events at domestic and abroad, and analyzes the current situation related to China's urban medical and health planning. It
proposes that the number, size and distribution of urban medical and health facilities, and the effectiveness of urban medical and health
services have the most direct and important correlation with a city's potential response capacity to urban public health emergencies, under
the characteristics of China's administrative system and social culture. Through the cases of Taiyuan and Wuhan, the paper focuses on the
dissection of the key issue. Furthermore, it puts forward overall strategies of urban medical and health planning for effective responses to
acute public health events.
